Why Performance Management Fails — and What Fixes It

Ask ten organizations why their performance management system is not working and nine will blame the form. Change the form, the reasoning goes, and the conversations will improve.

They rarely do. In our experience the failure is almost never the instrument — it is what sits behind it.

1. Objectives that do not cascade

If an employee cannot draw a line from their objective to something the business is measured on, the objective is decoration. Cascading is not a paperwork exercise; it is the mechanism that makes the system mean something.

2. No calibration

Without moderation, ratings drift upward until nearly everyone is "exceeds expectations". Once that happens the distribution carries no information, and the system stops being able to inform pay, promotion or development.

3. One conversation a year

An annual appraisal cannot correct a problem that appeared in month three. Performance dialogue has to be continuous, short and specific, or the annual review becomes an argument about memory.

Where to start

Fix the cascade first, introduce calibration second, and train managers on the conversation third. The form can wait — it is the least important part of the system.
